This Design-Bid-Build project involves the consolidate of the administrative and dispatch facilities of the Guam Power Authority (GPA) and the Guam Waterworks Authority (GWA). The building is designed for a 15-acre site to accommodate the 3-story facility . The facility houses over 350 GPA and GWA employees, and allows for a 6% staffing growth over a ten year period and the facility is able to service more than 1,300 utility customers at any given time. The building was designed to minimize disturbance to the site. The building represents a modern facility utilizing modern materials and was designed to achieve LEED Silver Certification. The main structure combines materials using steel and concrete. The facility promotes energy efficiency by utilizing energy efficient mechanical, plumbing and electrical systems to help reduce power consumption by approximately 20% to 30% and water consumption by 40% to 50%.
